BACKGROUND

• Moffat Town Hall is a Grade 2 listed, building built in 1827 as the Baths Hall for Moffat Spa
• There have been some changes to the building, but little in the way of major refurbishment
• The Hall was sold to Moffat Burgh Council under the estate of the Hope-Johnstone family [local landowners] in 1966 for the sum of £4
• The Hall is now owned and managed by Dumfries and Galloway Council
• The Hall has continued to decline in its physical state and is now ‘tired’ as well as needing significant renovation
• It is the largest public building in Moffat, with a large hall with stage and seating for up to 100+; and a smaller room for small meetings and civil wedding services
• It is in a prominent position in the centre of the High Street, and is a natural ‘centre point ‘ for the Town

FEASIBILITY

• The Trust believes that redevelopment of the Town Hall is feasible and sustainable on the basis of the following uses and developments [all of these have been discussed and agreed in principle]:

- Maintenance of the Council as a major tenant
- Maintenance and expansion of library amenities to facilitate the 'IT' age
- Incorporation of Tourist Information
- Development of a remote monitoring facility with National Trust for Scotland
- Significantly improve energy efficiency to decrease outgoings
- Develop volunteering as a way of supporting running of the Hall
- Improve publicity for Hall use
- Increase use of the Hall by local groups through improved facilities and economic rents [Hall rents have increased significantly resulting in some groups looking for alternative venues]
- Develop new uses for the Hall, concentrating on older people and youth
- Increase use for concerts, ceilidhs and other social events through better facilities
- Develop ‘commercial’ opportunities based on the small conference trade and civil weddings
- This is a feasible market given the situation and reputation of Moffat, and the availability of small hotels to act in partnership
- The recognition in a number of reports of the importance of the Town Hall as a focus for Moffat regeneration
- A committed and experienced Trust Board
